It is ordered that: 1. The request to review order CET-94002-20 issued on June 8, 2020 is granted. The order is cancelled. 2. The Landlord must refrain from withholding a reasonable supply of heat to the rental unit. 3. The Landlord shall pay to the Tenants $4,286.56 which represents a 15% abatement for the periods March 4, 2019 to May 31, 2019; September 15, 2019 to May 31, 2020; and September 15, 2020 to February 8, 2021. 4. The Landlord shall also pay to the Tenants $50.00 for the cost of filing the application. 5. The total amount the Landlord owes is $4,336.56. 6. If the Landlord does not pay the Tenants the full amount owing by March 31, 2021, they will owe interest. This will be simple interest calculated from April 1, 2021 at 2.00% annually on the balance outstanding. If the Landlord does not pay the Tenants the full amount owing by March 31, 2021, the Tenants may recover this amount by deducting $1,000.00 from the rent each month from April 2021 to July 2021 and $336.56 in August 2021. 8. The Tenants have the right, at any time, to collect the full amount owing or any balance outstanding under this order.
